The Production Inventory Manager, Enrollment & Billing is responsible for organizing and overseeing transaction production. The incumbent will be responsible for developing production management tools and organizing ongoing tasking and projects for internal staff and vendor resources to execute business processes. The role focuses on planning and monitoring operational efficiency, accuracy, documentation and reporting outcomes (transactions, timeliness, accuracy, staff productivity, etc.) to leadership. He/she will work cross-functionally with IT and Finance to ensure end-to-end financial and operational reconciliation and that processes are executed timely and accurately. This role is ultimately responsible for organizing and planning the division of labor required to adequately manage our member enrollment and billing services.

The role is responsible for planning day-to-day tasking and managing employee performance against defined success criteria. He/she will lead daily operations to meet defined turnaround times based on regulatory and compliance deadlines. His/her primary role is to ensure that departmental priorities, schedules and deliverables are attained. This level typically has responsibility for achieving budget targets, planning, scheduling and procedural changes.

Duties & Responsibilities may include:

  • Monitors employee performanceand the quality of the team's work, including time card approval and other administrative tasks

  • Monitors productivity reports and department report card

  • Plans and organizes production schedules, including identifying resource and project requirements.

  • Tracks completion of day-to-day tasks.

  • Manages staff productivity and adjusts tasking and assignments to ensure compliance with timeliness and accuracy requirements.

  • Anticipates staffing changes and needs as a result of business cycles, vacation schedules, and other factors impacting staffing.

  • Develops and executes plans of action to address ongoing business needs and one-time projects.

  • Ensures business processes are cost effective and compliant with state and federal regulations.

  • Identifies training needs and informs the development and adjustments to internal quality assurance processes.

  • Manages tasking of vendor resources utilized by the department, including recommending changes to vendor staff, monitoring of vendor quality and productivity, and allocation of tasking.

  • Recommend adjustments to business processes, systems, and staffing to optimize business performance.

  • Reports daily inventory to staff and Director and manages day-to-day tasking of staff and vendor resources.

  • Additional duties as assigned

Minimum Qualifications:

  • Leadership experience in a high-volume production environment, preferably in health insurance billing, enrollment, claims, call center environment or related environment.

  • Experience managing inventories, overseeing performance management (production-based metrics) and staff development of assigned personnel.

  • Experience with MS Excel functions that include working with large data sets, creating standardized reports (across multiple spreadsheets), utilizing vLookups and advanced functions/formulas; creating, using and interpreting pivot tables, filtering and formatting.

  • Experience in creating and running complex queries using SAS, SQL or other programs (i.e. Visual Basic coding, etc.)

  • Experience providing project direction, supporting training and development, administering company policies.

  • Work experience communicating and presenting to all leadership levels.

  • Associates degree from an accredited institution or equivalent work experience

Preferred Qualifications:

  • Any experience with employee performance management systems.

  • Experience with User Acceptance Testing, Data Analysis/Reporting and defining Business Requirements.

  • Advanced skills in Microsoft Excel and other Microsoft Office Suite applications (Outlook, Visio, PowerPoint, etc.)

  • Experience addressing, documenting, managing employee relations issues (i.e., attendance, tardiness, or behavioral concerns) and fostering positive employee relations.

  • Familiar with executing and running data queries (SQL, etc.)

  • Demonstrates strong planning and attention to detail skills.

  • Has overseen the implementation of projects and effectively communicated outcomes

  • Bachelor's Associates degree from an accredited institution
